[Alpha Biz=(Chicago) Reporter Kim Jisun] Starting from the 25th, it will be mandatory to install and operate CCTV (closed circuit television) in the operating room of medical institutions.

Medical institutions that operate in the unconscious state should install CCTVs inside the operating room. The surgical scene should be filmed at the request of the patient or guardian.

The Ministry of Health and Welfare announced on the 22nd that it will implement the 'Medical Law', which mandates the installation and operation of CCTVs from the 25th. It is intended to prevent illegal activities that may occur in the operating room.

CCTV installation is subject to surgery in which the patient is not aware of the situation or is unable to express his or her opinion due to general anesthesia or sleep anesthesia (subconscious calming). It is necessary to install CCTV, not a network camera, and to have HD or higher performance.

According to the mandatory installation of CCTV, the medical institution must check the intention to film the surgical scene with the patient or guardian before the surgery.

However, △ emergency surgery △ High-risk surgery that requires active measures to save the lives of patients △ In other similar cases, filming can be rejected. The patient or guardian should be explained the reason for refusing to take a picture in advance and keep the record of the reason for refusal for three years.

The Ministry of Health and Welfare will provide part of the installation cost to medical institutions below the hospital level to implement the mandatory operating room CCTV.

Medical institutions shall take measures to prevent loss, leakage, or damage of video information. A person who arbitrarily provides, leaks, alters, or damages a filmed video shall be sentenced to up to five years in prison and fined up to 50 million won.
