China Extends Anti-Dumping Tariffs on Phenol Imports from Korea, U.S., Japan, EU, and Thailand

[Alpha Biz= Kim Jisun] Beijing, August 28, 2025 — China’s Ministry of Commerce announced on August 28 that it will extend anti-dumping duties on phenol products imported from South Korea, the United States, Japan, the European Union, and Thailand for another five years.



According to the ministry, a review concluded that dumping of phenol products from these regions is likely to continue or recur, and that China’s domestic phenol industry would continue to suffer or face renewed injury if the tariffs were lifted.



China first imposed anti-dumping duties on phenol from these countries and regions on September 6, 2019, ranging from 10.6% to 287.2%. As the initial five-year term expired last year, authorities launched an investigation to determine whether to maintain the measures.



For South Korean companies, the applicable anti-dumping tariff rate ranges between 12.5% and 23.7%.
