[Alpha Biz= Kim Jisun] Seoul, September 22, 2025 – Approximately 4,000 victims of the SK Telecom (SKT) hacking incident have filed applications with the Personal Information Protection Commission (PIPC) for dispute mediation, according to official data released on September 22.
The PIPC confirmed that 3,268 people applied for collective dispute mediation, including 1,243 new applicants on top of 2,025 existing applicants. In addition, 708 individuals filed for individual dispute mediation, bringing the total number of applicants to 3,976.
On August 28, the PIPC’s Dispute Mediation Committee announced it would consolidate three collective dispute mediation applications filed against SKT into a single procedure and reopen the application process for two weeks. The deadline for collective applications closed on September 18.
Under Korea’s personal data dispute mediation system, both individual and collective procedures are available. If both the applicant and the opposing party accept the mediation proposal, the outcome carries the same legal effect as a final court ruling under civil procedure law. This mechanism allows victims to receive compensation without filing a lawsuit, enabling faster resolution of data-related disputes.
The Dispute Mediation Committee stated that it will prepare a mediation proposal within 60 business days and notify the parties involved. It also confirmed that individual mediation cases related to the SKT incident will be merged into the collective dispute proceedings for unified handling.
