[Alpha Biz=(Chicago) Reporter Kim Jisun] The Korea Communications Commission (KCC) recently announced that it will conduct a status check on whether Naver news search algorithm has violated prohibited acts under the Telecommunications Business Act.
Naver organizes and operates a review committee for artificial intelligence-based portal news algorithms that expose and recommend news according to user consumption patterns. Naver has been pointed out that it has artificially applied the popularity index of media companies and has highlighted or disadvantaged certain media companies (some terrestrial broadcasting).
Article 50 (Prohibited Act) of the Telecommunications Business Act and Article 42 of the Enforcement Decree of the same Act prohibit unfairly imposing unreasonable or discriminatory conditions and restrictions on those who intend to provide other services using telecommunications services. The Korea Communications Commission will check for violations of the regulations.
The Korea Communications Commission plans to switch to a fact-finding investigation if violations are recognized through a fact-finding inspection. If the violation is confirmed to be true, the government plans to impose fines of up to 3 percent of annual sales of related services and file criminal charges in accordance with relevant laws.
