[Alpha Biz=(Chicago) Reporter Paul Lee] The collapse of a parking lot in Incheon's Geomdan New Town apartment building (1,666 households of AA13-2 blocks) in April was found to have been caused by insolvency in the entire process of design, supervision and construction.

GS Construction, the construction company, issued an apology and decided to rebuild the entire apartment complex. This is the second time in Korea that the entire complex has been rebuilt due to poor construction.

The Ministry of Land, Infrastructure and Transport announced on the 5th the results of an accident investigation by the Construction Accident Investigation Committee and the results of a special inspection of the accident site in connection with the collapse of an underground parking lot at an apartment construction site in Geomdan, Incheon.

According to the survey, the construction of the underground parking lot was poor from the first stage of design. According to the structural design, all columns (32 places) require rebars (shear reinforcing muscles), but 15 columns do not need to be applied. Supervision also did not find such a problem in the process of checking and approving the design drawings. Rather than finding any design problems, the construction company omitted additional steel bars during the construction process. The accident investigation committee investigated eight of the 32 pillars except for those that could not be identified due to the collapse, and found that the steel bars that were asked to be put in the design document were missing.

There was also a lack of concrete strength.

Shortly after the accident investigation committee's announcement, GS E&C issued an apology, saying, "We humbly accept the results of the investigation and feel responsible as a contractor," adding, "In the mind of the manager who burned the entire defective products in the past, we will rebuild the entire Geomdan apartment complex and compensate for the delay in moving in."
