[Alpha Biz= Kim Jisun] Labor-management negotiations at Korea Railroad Corporation (KORAIL) broke down on the 10th, just one day before a planned general strike by the union.
As a result, the KORAIL union will begin an indefinite strike starting at 9 a.m. on the 11th.
The two sides held a main negotiation session at 3 p.m., but talks collapsed in about 30 minutes after the issue of “restoring performance-based bonuses” was not placed on the agenda of the Public Institutions Steering Committee meeting held earlier in the day.
The union said, “The Ministry of Economy and Finance is citing a lack of procedural time needed to place the matter on the agenda,” adding, “Unless the government commits to resolving the performance bonus issue within this year, the union will enter an indefinite strike tomorrow at 9 a.m.”
The union is expected to mobilize around 10,000 members out of its 22,000 total members for the strike. The essential workforce to be maintained is approximately 12,000.
In this year’s wage negotiations, the union is demanding the “normalization of performance-based bonuses, integration of high-speed rail systems, and enhanced safety measures.”
With the government recently announcing plans to integrate KTX and SR high-speed rail operations, the central issue has become the “normalization of performance-based bonuses.”
The union maintains that restoring the bonus calculation—currently based on only 80% of base salary—is the top priority.
The union also argues that although Democratic Party leader Lee Jae-myung promised last December to resolve the issue during the last strike and the party mediated the union’s return to work, the Ministry of Economy and Finance has since blocked progress.
